Behind the Plans: Pierre-Jean’s Story

Decades Of Experience, One Visionary Planner…

Pierre-Jean le Roux is a highly experienced Town and Regional Planner with more than 30 years of professional expertise in both the public and private sectors. He holds a Master’s Degree in Town and Regional Planning from the University of Stellenbosch, where he also completed his undergraduate and postgraduate studies in Geography. His academic achievements were recognized early on when he was invited to present his postgraduate research at the National Geography Conference at the University of Cape Town in 1988.

In 1989, Pierre-Jean was selected as one of only 12 students to attend the esteemed Department of Town and Regional Planning at Stellenbosch, culminating in the successful completion of his Master’s degree in December 1990. He further enhanced his professional capabilities by completing a Programme in Project Management from the Stellenbosch Business School in 1993 and a Diploma in Property Valuation, also from Stellenbosch University.

Pierre-Jean began his professional career in 1991 with the Directorate of Town and Regional Planning at the Western Cape Provincial Administration. Here, he gained invaluable experience on a wide range of projects, including contributing to the provincial task team assessing the positioning of future nuclear power stations.

In 1995, he joined the Jan Hanekom Partnership in Paarl as a partner, a role he held until 2008. During this time, he was also elected to the Executive Committee of the Association for Consulting Town and Regional Planners, a body committed to the development and integrity of the profession.

Professional. Passionate. Pierre-Jean.

Pierre-Jean’s expertise was recognised nationally when he was invited to join the team of consultants for the Karoo Array Telescope (KAT) and the Square Kilometre Array (SKA) project in the Northern Cape. In 2008, he was further honoured by being selected as part of a group of professionals from Africa and Europe to attend the Sino-African Conference at Tongji University in Shanghai, China.

In January 2009, Pierre-Jean founded his own town planning consultancy. Since then, he has been actively involved in a wide range of development applications throughout the Western Cape and beyond—including projects in the Eastern Cape (Nieu-Bethesda, Humansdorp, Kirkwood, Jansenville) and the Northern Cape (Prieska, De Aar, Komaggas, Pofadder, Richmond, Postmasburg). His portfolio includes numerous renewable energy initiatives, reflecting his commitment to sustainable development.

Though operating independently, Pierre-Jean works closely with a trusted network of land surveyors, architects, and engineering professionals throughout Paarl and the greater Western Cape. He is currently involved in over 50 active projects and serves as the sole Director of the firm.

Pierre-Jean’s career is defined by his deep-rooted passion for people, his profession, and a thoughtful, holistic approach to planning that balances development with environmental and community considerations.
